President Biden Signs Stop Campus Hazing Act Into Law

The Stop Campus Hazing Act is a new law which requires colleges and universities that receive federal student aid to report hazing incidents. Under this law, each college or university must include information about reported hazing incidents in its yearly campus safety report. These incidents must be reported to either campus security or local police.

What Counts as Hazing?

Hazing includes any act that is done on purpose, with knowledge, or recklessly by one person (or a group) to another person, even if the person agrees to participate. These acts:

  1. Happen during joining, being part of, or staying in a student group (like a club, team, fraternity, or sorority), and
  2. Cause or create a serious risk of physical or emotional harm, beyond what’s normally expected in school activities.

 

Reporting Requirements

Colleges and universities must also add the following to their annual security report:

  • Their current hazing policies
  • How students can report hazing
  • How the school investigates hazing incidents
  • Information about laws related to hazing
  • Details about programs that raise awareness and help prevent hazing

 

Hazing Transparency Report

If a student group is found to have violated hazing rules, the school must create a public summary of the findings. However, schools only need to do this if there is an official finding of a hazing violation.
